1. Good morning, ladies and gentlemen!
2. I am pleased to announce to all the stakeholders of Pag-IBIG Fund – most especially to the Pag-IBIG members – that your
Pag-IBIG Fund today is a P397.5 Billion corporation. Pag-IBIG's assets increased by 5.7 percent from 2014's P376 Billion.
Over a five-year period, our assets increased by 43 percent from the P278 Billion in 2010.
3. Our gross income for the year 2015 is projected at P33.81 Billion. The Fund's net income, on the other hand, is likewise
projected at P20.2 Billion or 24.6 percent higher than our P16.2 Billion net income in 2014. Our 2015 net income increased
by 70 percent from the P11.96 Billion in 2011.
4. We are expecting to declare a dividend of P14.14 Billion, with a dividend rate of 4.9 percent. This will be credited directly to the
accounts of Pag-IBIG members. From 2010 to 2015, the average dividend rate is 4.2 percent.
5. For 2015, the Return on Equity (ROE) is projected to be at 5.64 percent, the highest since 2011. In the last five years the average
ROE is 5.39 percent.
6. Over a period of five years, housing loan collections increased by 27.6 percent to P35 Billion in 2015 from the P28 Billion in 2010.
Another P48 Billion from short-term loan (STL) payments were also collected in 2015, an increase of 13 percent from the P42 Billion
STL collections in 2010. Collections from members' savings recorded the biggest increase. The collection of P20 Billion in 2010
increased by 41% to P28 Billion in 2015.
7. The overall total collections from housing, STL, and members' savings in 2015 is P111 Billion, 24 percent higher than the P89.3
Billion total collections in 2010.
8. On the assistance side, Pag-IBIG approved a total of P50 Billion worth of housing loans in 2015. The amount is 23 percent higher
than the P41 Billion amount of approved housing loans in 2010. Over the last five years, Pag-IBIG financed P208.2 Billion worth of
housing loans.
9. Another P39.4 Billion was lent under the Short-term Loan programs of the Fund, which is a 9.7 percent increase from the P35.9 Billion
amount of STL loans in 2010. The STL aims to provide financial assistance to Pag-IBIG members for their various needs such as minor
home improvement, livelihood, medical, educational, purchase of appliance and furniture, and other needs.
10. Sa loob ng limang taon mula 2010, nasa dalawang milyon (2 Million) ang annual average loan applications sa ilalim ng short term
loan program. Sa kabuuan, humigit kumulang na labing dalawang milyong (12 Million) loan applications ang naaprubahan sa ilalim
ng programang ito sa loob ng mga taon na iyon, na naging daan upang makatulong sa mga Pag-IBIG members sa pagpapaaral ng
kanilang mga anak, tustusan ang mga pangangailangan o emergency, pagpapagamot at iba pa.
11. Of the amount lent under the Short-term Loan programs, P38 Billion were for the multi-purpose loans of 1.8 Million Pag-IBIG
members while P1.2 Billion went to the Calamity Loans of 85,560 members who were affected by various calamities.
12. Mula 2010 hanggang 2015, halos tatlong daang libo (300,000) ang annual average calamity loan applications. Sa kabuuan,
mahigit 1.78 milyong calamity loan applications ang naaprubahan sa loob ng mga taon na iyon at tayo ay nakatulong sa pagbangon
ng mga Pag-IBIG members mula sa kalamidad.
13. While the numbers I just mentioned sustained the Fund's standing as one of the best performing government corporations, I would
like to give emphasis on the significance of these figures to the Pag-IBIG members, particularly those in the minimum-wage and
low-income group.
14. Noong unang mga araw simula nang ako ay manungkulan bilang Chairman of the Pag-IBIG Fund Board of Trustees, isa sa mga
unang tinanong ko kay Pag-IBIG President Atty. Darlene Marie Berberabe ay ito: May programang pabahay ba ang Pag-IBIG para
sa mga low-income groups?
15. We all know, of course, that time and again, Pag-IBIG has demonstrated that it is always a reliable partner of the Filipino workers in
realizing their dream of home ownership. The same can be said in helping Pag-IBIG members prepare for their future through the
Pag-IBIG savings programs.
16. Having come from the the National Housing Authority (NHA), the implementing arm of the government on housing and shelter
production for the lowest 30% of income earners – housing for the low-income groups has a special place in my heart.
17. Ako po ay natuwa at agad namang sinabi ni Atty. Berberabe na "Opo, mayroon po tayong programa na sinadyang matulungan ang
minimum wage earners, at ito ay may pinakamababang interest rate sa merkado na 4.5% lamang."
18. The program being referred to by Atty. Berberabe is the Affordable Housing Program (AHP), a relatively new housing program for
workers who are earning a gross income of not more than P17,500 a month. The program offers up to P750,000 loanable amount
with a 10-year subsidized interest rate of 4.5 percent or 6.5 percent, depending on the amount of loan.
19. Kabilang po sa mga minimum-wage earners natin ay mga karpintero, messengers, utility workers, security guards, at government
employees na tumatanggap ng salary grade 4 pababa, at iba pa.
20. Since the launch of the AHP in 2012, we have seen a steady growth of loan availment under this program. Initially, from July to
December 2012, 287 member-borrowers availed of housing loans under this program, with a combined loan amount of P112 Million.
The following year (2013), the value of loans availed climbed to P1.2 Billion for 3,373 units. In 2014, more and more minimum-wage
earners took advantage of this program, recording an increase in number of units to 8,370 worth P3 Billion.
21. All in all, Pag-IBIG was able to finance P9.2 Billion worth of housing loans under the affordable housing program since 2012, enabling
the Fund to assist minimum-wage workers acquire 24,816 homes for their families. 52 percent of this or 12,786 units equivalent to P4.9
Billion was accomplished in 2015.
22. Ibig sabihin nito, halos kalahati ng kabuuang halaga ay naipautang noong 2015. Ipinapakita nito na sa masinsinang kampanya at

24. In one of my first meetings with the senior management of Pag-IBIG, I also inquired if the informal sector groups have access to the housing
programs of Pag-IBIG. After all, the membership in Pag-IBIG also includes them as prescribed in the Fund's charter.
25. Ikinagagalak ko po na ibalita sa inyo na ang ating mga drivers, mga nag-aalaga sa ating mga anak, ating mga cook sa bahay, mga naglilinis
ng ating opisina – ay mayroon nang pagkakataon na magkaroon ng sariling bahay sa pamamagitan ng acquired assets disposal program ng
Pag-IBIG.
26. From 2013 to December 2015, 12,625 informal sector workers were able to acquire their own homes through the acquired assets disposal
program. In total, more than P3.5 Billion of loan value have been approved by the Fund under this program covering the same period.
27. Of the informal sector workers who were able to acquire their own homes through the acquired assets disposal program, 185 are house
helpers or Kasambahay. House helpers never had the chance before to be approved of a housing loan by private banks. But with the
Pag-IBIG programs, owning a home is now possible for a Kasambahay – a solid proof that by empowering the often neglected sectors of
our society, they can eventually stand on their own.
28. Along this line, Pag-IBIG Fund partnered with the Philippine Association of Detective and Protective Agency Operators, Inc. (PADPAO) for
a housing project in Davao City that will benefit PADPAO member security guards.
29. Sinimulan na ang pagpapatayo ng pabahay para sa kanila at siguradong masarap tumira sa village na ito, dahil walang nakawan at
mapayapa sapagkat lahat ng nakatira ay security guard.
30. The project is expected to generate around 800 socialized housing units.
31. At ngayon, pati mga jeepney at taxi drivers, naging kliyente na rin ng Pag-IBIG. Aming sinuri ang kanilang kapasidad para maitugma sa
bahay na abot-kaya nilang bilhin. Ngayon sila ay marangal na nagmamay-ari na ng sariling bahay sa ilalim ng aming programang
Home Matching Program.
32. The driver-beneficiaries who are members of the Asian Utility Vehicle Driver Operator’s Association Inc. (AUVDOA) purchased acquired
assets of the Fund that went through improvement works done by a Pag-IBIG accredited contractor.
33. With continuous innovation, effective collaboration, and the all-out support of the stakeholders, we can achieve more. Pag-IBIG programs
that positively change the outlook of Pag-IBIG members in the informal sector category are definitely worth sustaining.
34. Nariyan din syempre ang iba pang sektor ng manggagawang Pilipino na natulungan ng Pag-IBIG na magkaroon ng bahay. So now, let
me give you the breakdown of the housing loan availments by sector.
35. Workers in the private sector recorded the biggest number of availments of the housing programs of the Fund in 2015 representing 57
percent of the total unit availments. In 2015, they acquired 28,714 units worth P19 Billion. The Overseas Filipino Workers (OFWs) followed
with 21.5 percent share or P9.3 Billion worth of housing loans equivalent to 9,796 units. The government sector comes in next with 5,137
units valued at P3.9 Billion. They represent 11.3 percent of the total availments.
36. You will agree with me, perhaps, that it is easier to lend out money. Mas madaling magpalabas ng pera lalo na para makapagpa-pogi tayo
at maging maganda ang numero na maisumite sa ating mga boss. Ang tanong, ang atin bang mga programa ay sustainable upang ang
Pondo ay maging buhay at malago sa susunod na 35 years, 50 years or 100 years?
37. The real challenge in the housing business is to observe prudent lending principles and make sure that the collection platform is viable.
Kailangan makolekta natin ang ating naipautang upang masiguradong patuloy na lumalago ang pondo ng Pag-IBIG.
38. And we did just that by streamlining our functions, outsourcing collection function to private sector, and partnering with many banks.
39. Thus far, we have been reaping the benefits of our initiatives. We have converted 53% of our non-performing loans into performing loans.
This means that 153,954 of the 288,562 past due accounts have been converted back to current accounts. Mga utang na patay na, ay
nabuhay pang muli nang sinimulan natin silang kolektahan. Dahil dito, nakakolekta tayo ng dagdag na 9 Billion na pandagdag pa sa
pondong ating ipinapahiram. Ibig sabihin, mas marami pang miyembro ang makakahiram upang kanilang mabili ang kanilang sariling
bahay. We just went back to the basic principle that when you lend, you have to collect.
40. Ito po ay nagbigay daan upang mas lalo pang mapababa ang interest rates.
41. In 2010, the interest rate was at 11.5 percent. In 2012, Pag-IBIG reduced its interest rates to as low as 6.985 percent. Last year, we made
further adjustments to make it even lower. And so, effective June 1, 2015, the new housing loan interest rates of the Fund can now go as
low as 6.5 percent.
42. Halos nangalahati ang interest rate ng Housing Loan. Ipinagmamakapuri namin ang benepisyong ito na nagawang abot-kaya ang ating
programa sa pabahay.
43. But we did not stop there. We also reduced the premiums for mortgage redemption insurance (MRI).
44. The management made a bold decision to break the monopoly of insurance providers and subsequently bidded it out because of the
issues in the previous insurance pool, which included lack of transparency in processing the claims and unreasonable denial of legitimate
claims. The contract with them had no fixed term and no improvements in the contract terms were made for close to three decades. This,
despite continuous increase in the number of housing loan accounts. And lastly, their 0.41 cents per P1,000 of coverage is considerably
higher than the market rate especially considering the low utilization rate of insurance.
45. The insurance provider has been successfully bidded out in the most transparent way, resulting in the reduction of MRI premium to .23
centavos from the previous .41 centavos per P1,000 of coverage.
46. Lahat po ng proseso at koordinasyon sa ibang ahensya ng gobyerno na may kinalaman sa aspetong ito ay aming kinunsulta – ang
Department of Finance, Governance Commission for GOCCs, at Insurance Commission – upang aming masiguro na tama ang proseso
na aming gagawin.
47. On top of that, we were also able to improve the benefits of Pag-IBIG members.
48. For the first time, Pag-IBIG member-borrowers received in 2015 the 20 percent experience refund wherein at least 20 percent of the
insurers’ net income will be returned to Pag-IBIG members-borrowers. Other benefits, which were not present in the old insurance pool
terms, include the coverage of permanent total disability with full insurance claim, and terminal illness that has an amortization support
of up to P500,000. The OFWs and those who fall under medical sub-standard are also no longer charged an additional premium for
being a high risk insured. There is even a burial benefit of up to P20,000 and processing time for claims can also be done in 24 hours,
a very significant improvement from the previous 30 days processing time.
49. The result of the reduced MRI premium and lowered interest rates? A lower monthly amortization.
50. To illustrate, the amortization for a P1 Million loan before is P8,099.13, but with the new low interest rates of the Fund complemented
by the reduced MRI premium, the monthly amortization was brought down to P6,550.68, or a total monthly amortization savings of
P1,548.45.
51. But the marked improvements in the services under Pag-IBIG's housing programs are just one part of the enhanced benefits of
Pag-IBIG members.
52. Last year, we launched the Loyalty Card Program to provide Pag-IBIG members additional benefits in the form of discounts and
rewards from our partner establishments. The Loyalty Card provides our members with another form of savings through discounts on
purchases on daily needs, ranging from 5 percent to 50 percent, hence providing them a benefit that they can enjoy more frequently.
53. Inilunsad po namin ito para madagdagan pa ang benepisyo ng mga Pag-IBIG members at dagdagan pa ang halaga ng kanilang
100 pesos buwan-buwan. Hindi lang housing loan, multi-purpose loan at calamity loan kundi pati na rin discounts at privileges sa
groceries, restaurants, hospitals, medical facilities, medicines, etc. na maaaring makuha sa pamamagitan ng Loyalty Card.
54. Ang hangad namin ay mas maging maluwag sa loob ng miyembro ang pag-iimpok ng isang-daang piso buwan-buwan at madagdagan
pa nila ito sa dami ng benepisyong kapalit.
55. Pag-IBIG members are now enjoying discounts and rewards on grocery purchases, gasoline, LPG, healthcare, medicine and tuition
fees thus making Pag-IBIG more relevant in the lives of its members. Stories, such as one member in Antipolo saving P6,000.00 on
his hospital bills; a member from Benguet saving P500 monthly on his maintenance medication; a member from Davao enjoying
added gasoline purchase through points earned from his Loyalty Card – is now becoming common amongst our members nationwide.
56. In less than a year of nationwide implementation, we now have over 1 million Loyalty Cardholders - 1,082,942 to be exact - as of
December 2015. We also have 91 partner establishments including Puregold, Petron, Pfizer and The Generics Pharmacy – ready
to extend relevant discounts and rewards to our members. We expect 2 million more Loyalty Cardholders and over 30 additional
partners this year. I am also happy to report that over P2.6 Million in discounts have been extended to our cardholders and we expect
this to increase with more members using and enjoying the benefits of the Loyalty Card.
57. On top of innovative programs, also of utmost important to us is the comfort and convenience of Pag-IBIG members.
58. To deliver this, we endeavored in the expansion of Pag-IBIG branches and partnered with banks and collection companies.
59. We now have 112 Pag-IBIG offices all over the country, almost triple from the 38 branches in 2010. Pag-IBIG also has 22 OFW
service desks worldwide. This means more access for our members, making it easier for them to transact with us.
60. Kahit isang daang piso lamang ang mandatory contribution, hangad nating padaliin ang pagbabayad nila, kaysa mahirapan sila
na magbayad na maaari pang maging dahilan na wag nang magpatuloy magbayad.
61. Pag-IBIG members who transact business at Pag-IBIG branches may find our offices spruced up. This new look of our offices is
designed to make our clients comfortable while transacting business in our offices.
62. Alam po natin na sila ay nag-aambag sa ating Pondo, kaya tayo ay nagpupursige na mapagaan ang kanilang paghuhulog.
Araw-araw namin itong binubuno, at naghahangad na lalong paginhawahin ang kanilang buhay habang sila ay nasa opisina natin.
63. Kumuha tayo ng design company mula sa private sector upang pagandahin ang ating mga opisina upang ang ating mga miyembro
ay maginhawahan. Sana ay magustuhan ninyo ang bagong itsura ng inyong Pag-IBIG offices.
64. The migration of system to and replacement of the 22 old servers with four reliable high powered servers saved the Fund on data
center operations cost particularly in electricity expenses and office space.
65. As we continue to work hard to deliver the best services in all Pag-IBIG offices and reach out to more members, we seek partnerships
to extend Pag-IBIG services beyond our branches.
66. Our partnership with banks and payment centers yielded positive results. Last year, our e-collect partners recorded a collection of
P7.8 Billion, 59 percent of which or P4.6 Billion were remitted by employers. 31 percent or P2.38 Billion were from local individual
payments while the remaining 10 percent or P816 Million were remitted via our overseas collection partners.
67. The OFWs benefit the most from this facility. In the last 5 years (2010 to 2015), all OFWs who enrolled for membership registered on-line.
68. Napakalaking bagay po ito sa ating 4.4 Million OFW members, ang ating mga bagong bayani.
69. In 2015, 23% or 249,013 of the 1,331,722 membership savings remittance transactions of OFWs were made through the e-payment
facilities. This is a significant increase from the 6% utilization of e-payment facilities in 2010 or a mere 19,362 transactions recorded.
The biggest utilization of the e-payment transactions was from 2013 to 2014 where an increase from 9% to 20% was recorded.
70. Ibig sabihin po nito, mas nahihikayat ang mga OFWs natin na magbayad sa kanilang buwanang obligasyon sa Pag-IBIG dahil sa mas
madaling paraan ng pagbabayad.
71. To date, the Fund has more than 4,000 payment partners nationwide and about 700 remittance partners abroad.
72. Pag-IBIG's utilization of the electronic facilities is in compliance with Administrative Order 98, which created an inter-agency task force
to initiate, implement, and monitor ease of doing business (EODB), and with Republic Act 8792 or the E-Commerce Act of 2000, requiring
government agencies to accept and acknowledge payments using electronic data message systems.
73. Still on the utilization of bank facilities, Pag-IBIG moved towards checkless transactions in the Fund’s multi-purpose loan (MPL) program
through e-disbursement. Pag-IBIG members have the option to choose a card from two banks – Land Bank's Cash Card and Citi Bank's
Citi Prepaid Card.
74. This new process directly credits the loan proceeds to the cards, avoiding the check clearing in banks, which usually takes three-working
days.
75. Last year, 77.5 percent or 1.5 Million of the 2 Million Pag-IBIG members who availed of STLs received the proceeds of their loan through
the e-disbursement facility.
76. Another good news. Addressing the concerns of Pag-IBIG members is now quicker as Pag-IBIG started streamlining its operations. Pag-IBIG
tapped the services of the private sector, particularly the experts in their respective fields, such as tele-collection firms, courier companies,
and business process outsourcing providers.
77. Just last month, the operation of Pag-IBIG's telephone hot line has been turned over to a call center company that will now handle inquiries
and concerns of Pag-IBIG members and the general public as well. The Pag-IBIG call center is open 24/7 and can accommodate inquiries
on Pag-IBIG programs and services, and concerns on member's contribution and loan payment records, among others.
78. Since the call center went live on December 14, 2015, we have assisted the various concerns of 41,757 members in just one month.
The service level has significantly improved. From the highest 32 percent dropped calls rate before the call center was outsourced, the
rate has since gone down below the 5 percent level. 80 percent of the calls are also answered within 20 seconds while 85 percent of
inquiries through chat are responded to within 30 seconds. On the other hand, 90 percent of emails are answered within 24 hours.

80. Sa kontratang dalawang taon, 63 percent o P111.2 Million ang savings para sa Pondo, halagang natipid at bukod sa nakatipid, doble
ang performance efficiency at service levels.
81. Pag-IBIG's performance also continues to improve because of the other initiatives. For instance, we have partnered with tele-collection
firms whose task is to prevent past due accounts from being tagged as non-performing loans.
82. Because of this, the number of Non-performing loans (NPL) dropped and continues to decline with the help of Pag-IBIG collection agencies
(CAs). Last year, collections from CAs reached P2.93 Billion. The collection strategy, however, is a mere process. The real story in this
accomplishment is the assistance we provided to the families of Pag-IBIG members. Since we engaged the services of CAs, we were able
to help 153,954 Pag-IBIG members retain ownership of their homes. This is 53 percent of the 288,562 total non-performing accounts endorsed
to CAs.
83. We have also tapped the expertise of courier companies to ensure that the statements of accounts are received by the member-borrowers on
time. Dati, ang Pag-IBIG ang nagpapadala ng statement of accounts na madalas, natatanggap ng member-borrower na lampas na sa due
date kaya nakakaligtaan tuloy bayaran ng miyembro ang kanyang amortisasyon.
84. Now that we have outsourced the sending of statement of accounts, mas maaga nang natatanggap ng member-borrowers ang kanilang
billing notice. Ang Pag-IBIG naman po, nakatipid ng mahigit P37 Million sa pag-outsource ng billing statements, collection letters, at
ibang official mails.
85. Thus, the result is the improvement of the performing loans ratio (PLR) of the Fund. From the lowest PLR of 72 percent, Pag-IBIG's
performing loans ratio, as of December 2015, is now 89.35 percent net of impairment allowance. In practical terms, this means that now,
almost 9 out of 10 borrowers are paying compared to the only 7 out of 10 paying at its lowest.
86. The men and women of Pag-IBIG always strive for integrity and excellence. And for this reason, we impose it upon us to continuously
challenge ourselves to perform our tasks under these principles at all times.
87. And we are humbled that our efforts have been recognized by our members. In 2013 and 2014, we obtained a 100% passing rate
in the Anti Red Tape Act Survey. Last year (2015), we again received a 100% passing rate after the final result of the survey, with
30 of our branches rated "Excellent."
88. On the other hand, Pag-IBIG's ISO 9001:2008 Certification, which was first received by the Fund in 2012, was also re-certified in
2014. Last year, an additional of 7 branches were also certified as ISO 9001:2008 compliant, making all NCR branches of the
Fund all ISO certified now.
89. Ang ibig sabihin po nito, nasa lebel na ng pandaigdigang pamantayan ang proseso at serbisyo na dadatnan ng mga Pag-IBIG
members sa mga sangay na ito ng Pag-IBIG.
90. This is very important in our quest for excellence and professionalism.
91. But perhaps the best gift, in terms of governance, that we can offer to the Pag-IBIG members and to all stakeholders of the Fund
is the third consecutive "Unqualified Opinion" Pag-IBIG has received from the Commission on Audit (COA). Every year since 2013,
Pag-IBIG has consistently earned the Unqualified Opinion, the best opinion that COA can give to a government agency.
92. This is very important to us because as all of you may know, Pag-IBIG was plagued with the Globe Asiatique controversy in 2010.
We have also been invited in three senate investigations. This recognition from COA is undeniable proof that the Pag-IBIG members'
money entrusted to the Fund is very well-managed.
93. We thank our COA partners for their support in the reforms implemented by Pag-IBIG. Rest assured that we shall always see to it
that we follow the law, the rules, and what is right in implementing our programs.
94. In the last five years, Pag-IBIG strived to improve the programs and services of the Fund. As mentioned earlier, we lowered the
interest rate from 11.5 percent to as low as 6.5 percent and likewise cut the insurance premiums for housing loans to almost half.
We also doubled the maximum loanable amount from P3 to P6 Million. All of our NCR branches are now ISO-certified and we
engaged our employees and stakeholders to sign an Integrity Pledge. The outsourcing initiatives, the e-services, and the expansion
of branches, which all help us reach out to more Pag-IBIG members.
95. All these efforts and hard work were validated and recognized by highly esteemed award giving bodies and prestigious institutions
like the COA for the Unqualified Opinion, the Association of Government Accountants of the Philippines (AGAP), Inc., which conferred
Pag-IBIG the Most Outstanding Accounting Office Award 2014, and the International Association of Business Communications (IABC)
Philippines that gave Pag-IBIG the Award of Excellence for the Pag-IBIG Fund Needs Matching Program (Employee Village) at the
13th Philippines Quill Awards, among others.
96. Habang patuloy na lumalaki ang bilang ng Pag-IBIG members amin pong ipinapangako sa inyo na hindi kami titigil at patuloy naming
pagsusumikapan na makapagbigay pa ng mga makabuluhang programa na makatutulong sa paghahanda para sa kinabukasan ng
mga Pag-IBIG members.
97. Ang mga pagkilala at magagandang numero na nakuha ng Pag-IBIG noong nakaraang taon at sa nakalipas na limang taon ay resulta
